In the past Human Resources officers were primarily responsible for issues such as employee training, selection and compensation.Today HR is seen as an executive function and is intricately involved in strategic processes. Dr. Margaret Shaffer talks about the current roles of HR managers. “HR is a developing field”, says Shaffer. The role of HR today is very different and much more complex than that of HR departments a decade ago. HR originated when factory work was a commonly accepted career choice and very little skill and training was required. The purpose of HR is intertwined with employment demands. As job requirements and specifications change, so the role of HR must change with it in order to serve employees in their new positions. According to Shaffer “HR started out as a personnel administrative stream” but has grown into a strategic partnership with the business. The function of HR is no longer limited to administrative duties like employee payroll but now plays a fundamental part in managing people and is integral to the strategic operations of the organisation. In order for HR to be effective there needs to be clear communication with all departments at all levels. Successfully motivating, managing and communicating with employees are off-shoots of sound business relationships, which lies at the heart of HR management. The responsibility of HR to communicate effectively with employees is a growing concern as globalisation increases and it becomes imperative to relay information coherently. The trend towards a more global workforce has also intensified the search for top talent and proper selection and retention is one of the most significant contributions that HR can make to any business amidst highly competitive markets. HR must be knowledgeable about every area of the business whether it’s accounting, marketing or supply chain management. This is necessary to properly support and serve every part of the organisation. For this reason, the HR department should include a senior manager or an individual that performs an executive role in the company, someone who is familiar with and understands the strategic objectives of the organisation.
